You can't dress in fashion till you spend a lot of money

The story:

I beg to differ with Mr. Joel on this point. It's easy, and not too
expensive, to dress trashy. Dressing in fashion is supposed to
signal that you (or your parent, spouse, lover, or sugar daddy on
your behalf) can afford to spend that kind of money on clothing.
Mr. Joel even says so later in the song: "Have you heard about
the new fashion, honey?/All you need are looks and a whole lot
of money". Which was why I never suspected I had been
mishearing this line until my Echo Show displayed the alleged
correct version.
