This isn't actually a lyric, it's a thing he did so Kiss 100 FM could stick it in the song to prove Ja Rule had actually been in their studio. I'd been growling along with it for ages (my version, of course) until I heard one of the DJ's doing his Ja impression, saying that line... And it all became clear!
